Denis Villeneuve has in talks with Entertaiment Weekly said that the story will continue to take place in Los Angeles and along the west coast. He describes the pre-production as a “terror-period” and that the climate will be much worse in the upcoming Blade Runner sequel, the landscape will look rather different this time – if anything, the weather will be even more inclement than it was in the 1982 original.
“The climate has gone berserk,” Villeneuve explained; “the ocean, the rain, the snow is all toxic.”
During talks with Hampton Fancher, responsible for turning Philip K. Dick’s 1968’s Do Androids Dream of Electric Sheep? into Blade Runner’s screenplay, Fancher said
“Blade Runner was a dream. We just have to dream again and not worry too much about logic” and that removed so much pressure and gave Villeneuve the key to move forward

"Androids Dream" might be the title of the upcoming Blade Runner Movie
According to BBC and Independent.co.uk domain names including bladerunnerandroidsdreammovie.com and androidsdreammovie.com have been registered by a company that has been used in the past by Warner Bros.
So, it seems like the upcoming Blade Runner movie will be entitled “Blade Runner: Androids Dream”. So far, not much is known about the project besides that Harrison Ford will be in the movie, Ryan Gossling is in negotiations to star in the movie and that will be directed by Denis Villeneuve, Roger Deakins will be the Cinematographer and the Screenplay is written by Hampton Fancher (Ridley Scott & Michael Green is credited with “Story” at IMDB)
Harrison Ford to reprise his role and Director in talks to do "Blade Runner 2"
Denis Villeneuve, director of “Enemy” and “Prisoners” is according to IMDB set as director of the still untitled next Blade Runner movie (Blade Runner 2) and it is also now sure that Harrison Ford will be in the movie (which some sources report will “come out” in 2017).

Andrew Kosove & Broderick Johnson are producing the movie (for Alcon Enterntainment) along with Bud Yorkin, Cynthia Sikes Yorkin and Ridley Scott (source) and original screenplay writer Hampton Fincher collaborating on the script together with Michael Green (and according to IMDB also Ridley Scott).
Now, with Harrison Ford (being said) to reprise his role, does that mean that Deckard is human ?. Could Harrison Ford perhaps play the character that they cast Rick Deckard from ?

Sir Ridley Scott will not direct "Blade Runner 2"
In an article in Varitey we get some more news on “Blade Runner 2”. First of all, it seems like Ridley will be producing Blade Runner movie (but not directing it) and that Harrison Ford will be returning as Rick Deckard (Good luck making him a replicant with a four year lifespan) and will come in “the third act” and the story which is written by Hampton Fancher is “a three style story act and it all makes sense in terms of how it relates to the first one,” says Scott”

Blade Runner sequel is written
Den of Geek among others reports that the sequel to Blade Runner is now written and also “damn good” according to Sir Ridley Scott. The sequel is written by old Blade Runner script writer Hampton Fancher (together with Michael Green). Harrison Ford seems to be involved in the story of the current script, it’s not clear exactly how.
Ridley Scott has two more Sci-Fi movies comming in the future. The Martian (based on the novel of the same name by Andy Weir) which will star a stranded Matt Damon on Mars is currently scheduled to come out in the autumn of 2015.
Then there’s Prometheus 2 which also has its script written. The release date was recently pushed back a year (it’s now set to debut on the 4th March 2016).
